Financing the Adoption of Renewable Energy Technologies

The two-hour presentation and discussion will feature Peter Adamczyk, Energy Finance and Development Manager, Vermont Energy Investment Corporation (VEIC) and Ludy Biddle, Executive Director of NeighborWorks of Western Vermont.

Adamczyk will talk about the Vermont Property Assessed Clean Energy (PACE) Program.
Topics will include timing of the program rollout in Vermont, updates on the new PACE
legislation that went into effect on January 1, 2012, an overview of the underwriting criteria
as set forth by BISHCA (Banking, Insurance, Securities, Health Care Administration), and
a walk-through of a typical PACE-financed project. He will also offer helpful advice for the
dozens of towns voting on pursuing the PACE Program on Town Meeting Day. This is an
opportunity to explore how PACE can help you and your neighbors save energy – and 
money – for many years to come.   
The second half of the program features Ludy Biddle, Executive Director of NeighborWorks of Western Vermont, who will highlight the achievements, challenges and lessons learned with the H.E.A.T. Squad Program - a U.S. DOE funded experimental project to engage 1000 Rutland County residents in major energy efficiency upgrades to their homes before the close of 2013.  As a grantee of DOE's Better Buildings program, the H.E.A.T. Squad at NeighborWorks in West Rutland has established and adapted a 'one stop shop' to educate and encourage customers, provide technical advice, a low cost unsecured loan, and construction management to customers  - thus easing the way to energy upgrades. Over 400 households, from all income levels, have completed the program, saving an average of $900 in this year's fuel prices on energy related costs; some as much as $1600, just by applying air sealing and insulation to their homes. Biddle will offer her insight as to how such a program can be implemented in Addison County as well.
